Wet brakes

Although this isn't Nuffield related, I am sure there are people on here that can help.
I have an International 955 which isn't stopping as well as it should, both brake pedals are hard and the assistance seems to working as well, it just doesn't stop like it should.
If only the brakes were in a similar place to a Nuffield, it looks like heavy bits have to be removed to get to them, has anyone done this and could explain what sort of job it is?
Also what happens to wet brakes to make them deteriorate? presumably the linings wear despite running in oil? I never did understand how brakes can work in oil !
